I have a 1999 Safari Sahara and had to replace my jam nuts and caps twice. This was caused when I replaced tires and the shop used their pneumatic wrench to tighten the nuts and stripped the threads. I have had very good luck getting parts for my gen set from Flightsystems.com. They also had a very good trouble shooting manual and did provide some advice on the phone. Also check out their Slick stick for cleaning the rotors.

I had a similar problem on my 1999 Safari Sahara and it turned out to be a bad connection to ground from the Battery. Your problems sounds like a loss of voltage between the battery and starter. I would suggest that you clean all connections in the path.

I would highly recommend not using the plastic expansion tank. I replaced 3 and the third on cracked while I was climbing a narrow mountain road in Idaho. I had a similar problem in my 1999 Safari Sahara and I tracked it down to a bad connection in the bottom of my inverter causing the loss of one side of the output from the campground power. A loose wire nut had created a poor connection which over heated and lost connection.

I have had similar problems in the past and my first was caused by a split vacuum line going to the butterfly valves controlling the flow of the air and letting in hot outside air.
