Your wiring looks much different than our '97, no surprise there. Using a volt meter under the hood see if you can find the hot wires when the headlight switch is turned on. I would also use the meter to check the fuses, it doesn't look like your fuse cover is marked any longer. They can be checked ...

If the blue is on the water heater cover it could be taken to an automotive paint supply for a color match. Will probably need to be clear coated.

Since you have the old part in hand, why don't you take it to your local Chevy parts department and see if they can match it. They used to do that sort of thing. If you you don’t find a good parts man try another dealership. Or try a Junkyard.

Probably a loose connection. Open your hood. You'll see a strip with wires coming in and going out that has screws at the wire ends. Tighten all the screws. Later you might want to consider rewiring for relays.
