'Turned to the left, or counterclockwise, turns that line off, but allows flow to any valves to the right of it. That might explain why it's not working. The water supply to the water maker would be off in that position.

'Full clockwise is on and allows flow to the valves to the right. Full counterclockwise turns that valve off, but allows flow to valves to the right. It should be 180 degree turn between on and off.
