That's a water filter. Chances are it wasn't drained and froze, cracking the housing on it. Some pumps have them, some don't, so you can remove it and put a short piece of pipe in there to replace it for at least the time being. Without a better picture of the actual connection area, I'm going to agree with the previous posters in that it looks like a vacuum chamber of some nature.
