Erik, A couple of things jump to mind - one big (huge) issue with Safari's is that they ran a line from the rear to the front for the headlight power - so while you may be reading over 12 volts, you may be missing the amperage that's needed for the headlights. That looks like just a regular hydraulic brake pressure switch - you should be able to go into Napa with it and find a replacement.

Jay, If you could post a picture of the switch in concern it would help a great deal. One of the common switches that causes problems on Safari's is the emergency brake switch, but I'm not sure if it's the same as what you are looking for or not.
