Leak next to water pump

I tried to tighten it, but it still leaks, what is this part? It only happens when the water pump is on and once a faucet is turned off.

That's a water filter. Chances are it wasn't drained and froze, cracking the housing on it. Some pumps have them, some don't, so you can remove it and put a short piece of pipe in there to replace it for at least the time being. We discovered one on my brother's toy hauler in a location that takes almost an hour to get into, and there was zilch said about it in any of his paperwork (he got the unit new).
