Anybody got any solutions for very noisy window rattling and still be able to open? They are the side windows. Thanks

I cut some 3/8 dowels to hold them shut snuggly.
They still rattle if the wind is hitting just right.
Also have tried
weather stripping with some success

Another issue that I’m having is some sort of black gritty substance was on trailing end of nearly all mini blinds. Am wondering if there is outside crud coming in around rattling windows. Very hard to get whatever this substance is off. Anybody have this same issue? Thanks
