'Excellent-- on page 7 of the Hydroboost manual Jim posted, it shows the schematic.  Exactly as I described-- what they call a "flow switch" closes one side of the relay that powers the electric boost. The other side is closed by the brake switch.  Both have to be in the proper position for the electric pump to run.
Because they are inexpensive, I would start by just replacing the relay and cleaning the connections.  Under $10.  Only get into the hydraulic part (flow switch) if the above fails.
