'I tow all the way across TX several times per year and have been stopped for seat belt warnings, [They thougt my rig looked too new not to have shoulder belts:-)]. But no officer has ever challenged a tow dolly or anything about my 4 wheel down toad setup including brake systems etc.
TX does not actually border CO but in MOST cases states who touch the borders of your state of registration honor the differences in the towing laws between states [in NONCOMMERCIAL situations].
This is not true when you get two states away but most officers look the other way as the states are hurting for cash and need your toursit dollars!
