Has anyone looked into the new Diesel Bus and Truck regulations?  CARB says that diesel vehicles earlier than 2003 and
between 14,000 and 30,000 GVW (most of ours are) will not be able to register with DMV when they come due in 2020.  Vehicles of greater weight will not be able to register in 2021.  All these vehicles will need to be "re-powered" with a 2010 engine or newer.

The CARB web site is a mess to plow through.  I have tried to see if there is an exemption for motorhomes, but I can not find one.  Anyone have any info on this?

BTW - there are 9 "sister" states that will also follow this regulation.  I remember seeing Oregon as one.  Most are on the East Coast.

Dale,
Please look into this.  It is my understanding (yes, in Texas, so not completely up to speed in California) that RV's are exempt.

'Dale,

It would seem that the key words to look for in these new rules is,
does this apply to only commercial vehicles or all diesel powered
vehicles with the given weight category?
Forcing companies (commercial class) into the financial burden of
repowering is one thing, but forcing private citizens into that kind
of burden is a whole other ball game that would be pretty hard to pull
off. I can see many lawsuits brought on the state for burdening
citizens with such expensive and unrealistic requirements. Unless of
course the state is willing to foot the bill for all the private
citizens that will be affected.
I skimmed their site, and they seem to mention truck and bus, but our
coaches are neither. This will be interesting...
I suppose that the owners of older coaches could, in theory, opt to
register the RV as an antique or classic vehicle.

'Companies are run and owned by individuals, so individuals pay (including the individuals who are customers of businesses) when states create mandates. When my state creates mandates, I pass the cost onto my customers. I’m leaving my liberal state, and taking my business and tax dollars with me.

There are several states that will gladly and cheaply license your RV, two being South Dakota and Montana, without these ridiculous mandates. Always a way around the “ bureaucratic man”.'

'Vince,

A good used 5.9L Cummins engine usually can be had between $2000 and $4000.
As Taylor mentioned, the trick is finding a mechanic who does work on
the side or a small shop in a small town, who works for a reasonable
rate, as this job is sure to be labor-some. These are good engines, so
if you can find a used engine, I don't think the replacement cost will
be nearly as high as you have been quoted.

Another thought, if your friend owns some land, maybe she could have
her coach towed to the lot and use it as a camp, or tow it to a
friend's place who has extra land that you could park it on.

BTW, is the engines seized up, or does it turn over, but not start?
How hot did it get, and how long did you run it while it was overheating?

Did you have the transmission rebuilt, or was the transmission pad or
computer rebuilt???

MY LOSS, YOUR GAIN: Have made following improvements and maintenance in last few years: front tires 4/12, rear tires (38/10) dually $1700, brakes shoes $3200, touch transmission refurbished $3700, new inverter $1200, all new gas struts on cargo doors, replaced kitchen faucet last autumn, new refrigerator/freezer last year $2000, new partial laminate flooring, all new window tint and pleated blinds.. 6 new deep cycle batteries last autumn $1100. I was fixing this RV to travel USA in retirement. It has a lot of sentimental value to me and I'm heartbroken to have to sell it! However, the engine (Cummins diesel pusher) is no good and will cost more than I'm willing to spend to replace. If I had a place to put it as a stationary home, I would. It would make a great addition for someone with extra property to set it on. A great mother-in-law separate quarters. I lived very comfortable in this RV for 5 years in Nebraska. Very well built. Any interest or ideas!

Reality:  Investing a new/rebuilt engine and the significant labor involved in a 1994 coach is just throwing good money after bad.
