Rostra switch settings?

I have the mechanical(not vacuum) Rostra throttle actuator. I'd never used the cruise, because the PO had managed to rip the ball from the end of the actuator cable. Local motorcycle repair shop(Steele's Cycles) was able to reattach cable-end. Unfortunately, I'm still unable to get the servo to operate.
I suspect the DIP switches are out of position, and/or I'm missing signals from the Allison box.
Again, any guidance would be appreciated.
