What is the function of condenser/resistance in fuse panel?

Hi again,
I wanted to clean the contacts in my fuse panel and I noticed one thing. On each "box" (there are three), we can see a condenser coupled with a resistance. I was wondering the function of this couple. I ask the question because one of the resistances seems broke and I am wondering if I can replace it or not.

It is a frequency noise suppressor for items like CB, radio, TV monitors, etc.

By the way, I assume that I can change this broken resistance without any risk of damage, right?

I believe that's a Capacitor or a Condenser ... (in either case they can be replaced without a risk of damage).
