12v distribution

Can anyone tell me why the headlight and the parking light wire coming off their 12v circuit breaker already have 12v. Well parking wire has 6.5v. Even with headlight switch unplugged. Shouldn't the power be coming from the circuit breaker? What's confusing me the most is. The wires going to headlight switch have the same volt as the wire coming out the 12v circuit breakers. Thanks
